How to compare manufacturing quotations properly

Normalise price, lead time, tooling, inspection, material, assumptions, exclusions, commercial terms and technical risk before award.

Manufacturing quotations are rarely directly comparable when they arrive. One supplier may include material certification, inspection, finishing and carriage while another excludes them. A disciplined comparison normalises scope before ranking price.

Start with technical compliance. Confirm that each supplier has quoted the correct drawing revision, material grade, quantity break, process route and delivery requirement. Record every deviation rather than treating a partially compliant quotation as equivalent.

Separate recurring unit price from one-off costs such as programming, fixtures, patterns, tooling, gauges, qualification testing and first-article inspection. Clarify tooling ownership, maintenance responsibility and whether tooling can be transferred.

Normalise the delivered cost. Include carriage, packaging, minimum-order effects, currency exposure, duties and any buyer-managed operations. For international sourcing, consider lead-time variability, import administration and the cost of resolving quality issues at distance.

Compare lead time using the same starting point. Some suppliers quote from order receipt, others from material availability or drawing approval. Confirm whether the quoted lead time includes subcontract finishing, inspection documentation and transport.

Review assumptions and exclusions line by line. Common exclusions include material certificates, special-process certificates, full inspection, deburring standards, protective packaging, first-off approval and delivery charges.

Assess supplier fit and execution risk alongside price. Relevant evidence includes process capability, machine envelope, similar work, approvals, response quality, capacity, clarification discipline and previous delivery performance.

Use clarification questions before award when a low price appears to be based on missing scope. Record the answer against the quotation so the final decision reflects the clarified commercial offer rather than the original ambiguous submission.

Build an award scorecard with weighted technical compliance, delivered cost, lead time, quality confidence, commercial terms and risk. The weighting should reflect the requirement; an urgent safety-critical component should not be evaluated like a low-risk commodity part.

Preserve the comparison, clarifications and decision rationale. A concise decision pack helps internal approval, future resourcing and supplier feedback, and reduces the risk that the award is later judged only from headline unit price.

Create a compliance matrix before ranking price

Start with a requirement-by-requirement compliance matrix. Record the drawing revision, material, quantity, special processes, inspection documentation, delivery date and commercial basis for each supplier. Classify each point as compliant, clarified compliant, deviation, exclusion or not stated. A price should not receive a commercial rank until the underlying scope is understood.

Treat 'not stated' as an uncertainty rather than an assumption in the buyer's favour. Ask the supplier to confirm the missing point and preserve the response with the quotation. This is particularly important where a low price may exclude certification, finishing, inspection, packaging or a line item that other suppliers included.

Normalise total cost and cash timing

Convert every quotation to a common currency and delivery basis at an agreed comparison date. Separate recurring unit cost, one-off cost, transport, duty, inspection, packaging and buyer-managed operations. For tooling, record payment timing, ownership, expected life, storage and replacement responsibility rather than simply adding the initial charge to the first batch.

For recurring requirements, compare the cost over a representative demand scenario rather than only the first order. Include minimum-order quantities, batch constraints, inventory carrying effect and likely expedite cost. A lower unit price can be commercially inferior when it forces excess stock or a long cash commitment.

Score capability and execution risk

The scorecard should distinguish evidence from assertion. Relevant evidence can include machine capability, similar components, current certification, process-control records, inspection equipment, sample results, quotation quality and previous performance. A generic capability statement or broad material list should not be weighted like reviewed evidence for the specific requirement.

Adjust weighting to the sourcing objective. For a prototype, engineering responsiveness and development capability may outweigh unit cost. For a stable production part, process capability, capacity and total cost may dominate. For an urgent recovery requirement, confirmed material availability and a credible production slot may be decisive.

Document the award and the residual risk

Record why the selected offer represents the best overall decision and identify any residual risks that need to be controlled after award. Examples include first-article approval, long-lead material, a new subcontract process, open technical clarification or a delivery date dependent on rapid drawing approval.

The decision record should also show why materially cheaper or faster alternatives were not chosen. This supports internal approval, supplier feedback and future resourcing. It prevents the comparison from being reduced later to a spreadsheet containing prices without the technical context that made the decision rational.
